Abstract

Background. Designated in «Concepts of long-term social and economic development of the Russian Federation for the period till 2020» (further – the Concept) the strategic purpose of development of education in the country is as the increase of availability of the quality education corresponding both to requirements of innovative development of the economy, and to modern requirements of the society and each citizen, presupposes the education system of the Russian Federation to reach new boundaries. Special requirements are imposed to the activity of heads of educational establishments and, accordingly, to the system of their skills improvement. The research purpose is to reveal problems in the management system of educational establishments, in professional skills improvement of the administrative staff; to find a conceptual substantiation of solutions to these problems in view of the priority tasks in sphere of education, designated in the Concept.
Materials and methods. Special attention is given to the conceptual device (professional status of a manager, levels of administrative rationality of a manager, manager’s competence etc.). Improvement of professional skills of educational establishments’ managers should be based on taking into account the features of adults training and constant tracking of features of the educational process and specificity of administrative activity of its manager in changing social and economic conditions, i.e. dynamics of development of his/her professional status. Under «the manager’s professional status» a socially-historically conditioned, recognized by the society and personally conferred position of a manager, connected with a set of his/her rights and functional duties, reflecting specificity of an object under responsibility (in the present case – educational establishment). The methodology includes the system, competence and other approaches.
Results. On the basis of the analysis of scientific literature and in view of the author’s own administrative experience, and also his experience in research and practical collaboration with educational establishments’ managers in the system of additional vocational training, the researcher selected the features of adults which are necessary for taking into account during improvement of professional skill of the administrative staff. Levels (types) of administrative rationality of a manager, evolution of scientific thinking based on the stages and types of scientific rationality corresponding to them were selected. These levels can act as criteria of success of administrative activity of managers in the sphere of education, and for rating the achieved level of competence during their qualification improvement.
Conclusions. Improvement of professional skills of managerial staff in the system of additional vocational training should be aimed at comprehension by educational managers of strategic lines and tactical tasks of modern education according to the Concept, mastering by them of the whole spectrum of administrative paradigm, developing the abilities and readiness to use the said paradigm, which will lead to constructive realization of the administrative decisions accepted by them and successful realization of quality management of the Russian education.
